The "issue" here (or at least at the dawn of this thread) is that some 
package maintainers have chosen to break something that used to work.

It seems to me that Wookie indeed is "working on the issue": Attempting 
to help clarify what is the issue, so that hopefully change the minds of 
those upstreams and/or package maintainers currently tidying to only 
provide XDG hints before being supported generally in Debian either 
directly or through some clever Debian infrastructure.

...or at least help minimize the amount of fellow usptreams and/or 
package maintainers following in the footsteps of those - hopefully few 
- misguided ones currently tidying their packaging too aggressively.
