That does sound like the best option. Reading upstream's latest
response, they don't seem to have expressed a position on accepting such
a change if someone does the work to implement it.

The release notes (by which I assume you mean ‘changelog’ and
‘changelog.Debian’) are not displayed by default, but I think the
‘NEWS.Debian’ file is intended for this sort of “you need to know this
before upgrading the package to this version” information. See the
Developer's Reference §6.3.4.
