Policy, 5.1, "Syntax of control files"
(http://www.debian.org/doc/debian-policy/ch-controlfields#s-controlsyntax),
fourth paragraph, in its entirety:

    A paragraph must not contain more than one instance of a particular
    field name.

copyright-format/1.0 refers to Policy section 5.1
in the "File syntax" section (second paragraph,
http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/#file-syntax:

        The syntax of the file is the same as for other Debian control
        files, as specified in the Debian Policy Manual. See its section
        5.1 for details.
