Adding something for NMUs in the package without adding some way to
give more information for NMUs outside the package might result in
information getting in there that will usually be outdated when an NMU
is needed. (after all, NMUs are especially common when noone else did
an upload for a longer time, so a upload just to get that file within
the package is also unlikely to have happened).
