And which D-Bus service has to be called at a early boot stage, that it can’t wait until we are leaving single user mode?
Udev doesn’t seem to have a trigger database where rules that are not able to run now can insert information, so that udev can execute these rules if they can be run. But this is a bug in udev, not a reason to force people to reconfigure their systems.
