HAL, zlib...) gradually creep from /usr/lib into /lib over time, whenever
someone wants to use them in a binary that gets run from udev.

In practice, the rootfs is far from being either minimal (because in
principle, every library required by any udev hook, NSS module or PAM module
has to go there, regardless of whether this particular system has that module)
or a complete/usable environment for system rescue (numerous Essential:yes
packages are not present, including about half of coreutils and nearly
all of dpkg).
