It is true that cdbs lacks documentation and this is a serious problem
that needs dealing with, but it’s not as if nobody knew how it works.
You could have just asked, and you would have been answered with
dh-autoreconf which works very easily with cdbs.

Please don’t do that until there is a suitable replacement. And although
it is a good start, dh is certainly not complete enough for that.
