That was my feeling too (consensus about dropping a strong support for
a separate /usr by keeping it in the atomic recipe). Which is why I
think we can do it now. As of now, I have seen Thomas Goirand strongly
advocating *for* the *possibility* of a separate /usr....which will
still be possible (just less convenient if we drop it from the atomic
recipe). 

After all, by dropping the separate /usr in the atomic recipe, we
don't make it impossible, we make it less easy to do.
