Right, it breaks the ability to install the dev packages multiarch, but
we're in general not supporting multiarch dev packages yet anyway.  It
does mean that we'll have a transition for build dependencies if we switch
to supporting multiarch for dev, but my understanding is that that's
generally not ready yet.
