I think there's ongoing work to support debconf prompting for conffiles, but
I don't think there's movement on integrating ucf functionality into dpkg.
ICBW, though.

Of course, it's fine for this functionality to become Essential: yes by
virtue of being the standard dpkg way of doing things. :)
