You probably want to visit the http://mentors.debian.net/ page, read
the http://www.debian.org/doc/devel-manuals#maint-guide and
http://wiki.debian.org/HowToPackageForDebian documents, and then
post to the debian-mentors@lists.debian.org mailing list with any
questions not already covered. (This is off-topic for the
debian-devel mailing list you have posted to just now.)
