A C++ SDK contains an implementation of DAP 2.0 and 3.1, Client- and
Server-side support classes and a prototype implementation of the AIS.

Upstream published new version 3.9.3, but can't build libnc-dap[1] 
using libdap ver. 3.9.3. So I ITP libdap ver.3.8.2
