Such a package would be of little use since by default, these utilities
are not POSIX-compliant.  For example, patch is not POSIX-compliant by
default and most patch systems rely on this non-POSIX behavior.  Debian
does not have a POSIX-compliant vi, since none of the implementations
have open mode.
