It seems that many of the bugs have a chance of false positives or
should not be RC.

Besides if policy is not meant as normative as you regulary claim, then
these are very probably bugs in policy. As there are for some categories
of bugs you files many packages not conforming. So either policy is
wrong there or policy is normative which would mean that there are a lof
of other bugs in policy that noone cares about fixing (or even filing).
