The whole point of moving the devref to -policy@ was so that policy
amendments that belong more in the devref (and vice versa) could easily
be redirected. That advantage is lost if devref discussions were to be
moved to -devel@.

If you fear there will be confusion, it's probably best to make some
minor changes to the devref process so that there will not be confusion.
