This is a bold statement... I see more upstart than insserv in Debian's
future, so making it essential does not look like a good idea to me.

It is the first step to a full upstart system.
IIRC the schedule is something like:
- now: inssev
- +6 months: upstart calling init.d scripts with inserv order
- squeeze+1: true upstart: move all scripts to a event based system

a slow plan because of the lot possible bugs

But I expect pere will publish (in announce? in news?) the right
and precise plan.
