If there are any pre-down/post-down commands in /etc/network/interfaces,
then this can cause surprises. The same holds from custom scripts in
/etc/network/{if-down.d,if-post-down.d}.

The justification in the bug report is completely bogus. If the clients
did not shut down by the time the UPS master goes down then you have
bigger problems. Making the UPS daemon available for half a second more
does not make sense.
