If we do that, please let's choose one which uses the Message-ID field
as the key, allowing construction of an archive URL without having to
search the archive.

No, I don't know one that works this way with Mailman; but we do at
least have <URL:http://lists.debian.org/msgid-search/> indicating it's
feasible at some level.
