First of all, reporting it to debian-qa would have been better; although if
you take a look at dehs.alioth.debian.org you will find the right contact
address.

You have a trailing quotation mark ("), which breaks the regex. uscan is
silent about this unless the --dehs option is enabled, which captures the
error message and aborts (hence the lack of any information on the report).

IOW: your watch file is broken, DEHS is fine, blame uscan

A version of uscan detecting invalid regexes should soon be available.
