I really don't understand your request.

Correct me if I'm wrong, but you can't send an email to a 'group of
maintainers' via the PTS (e.g. the maintainers of foo, bar, and moo).

DEHS sends its notifications as soon as it finds a new version so the
maintainer has time to react and plan. And the ddpo robot already includes
that information, so, am I missing something?
