It is normally polite to ask.  However, there are (as I'm sure we are
all aware) a number of developers who don't communicate with the rest
of the project *at all*, bar the occasional announcement.  Trying to
discuss or collaborate with these few is nigh on impossible--and I
have in some cases been trying for several years, and have yet to get
even *one* reply to my mail and patches!  It's like chucking them into
a black hole!

If you do want to wait for permission/refusal, you might find you
never get a reply and end up waiting forever.  So, why not wait long
enough for a reply, say a fortnight, and then go ahead and hijack it
after that if you have no response (and tell them in the mail that
this is what you will do).
