$ uscan --report-status --force-download --watchfile watch --package dhcp-probe --upstream-version 1.2.1
Processing watchfile line for package dhcp-probe...
Newest version on remote site is 1.2.1, local version is 1.2.1
 => Package is up to date
dhcp-probe: Version (1.2.1) available on remote site:
  (local version is 1.2.1)
dhcp-probe: Successfully downloaded updated package dhcp-probe-1.2.1.tar.gz
    and symlinked dhcp-probe_1.2.1.orig.tar.gz to it

Works for me.  Maybe the web site was temporarily broken?
