And that's as it should be. Non-free software is a dead end, and few
developers want to put in ongoing effort for something that is a dead
end.

If the software vendor doesn't care to maintain the software in the
community of its users, and that community can't care enough to put in
the ongoing effort to make and maintain a Debian package, I don't see
why one would say it's a bad thing for that software to lack a Debian
package.
