My understanding is that it is possible to have binary-only packages in non-free, although I really don't know anything about that. I usually try to avoid things from non-free that are not at the very minimum semi-free. (A.K.A, I can have the source, make changes, destribute them, etc, but there are some conditions limiting my freedoms that just manage to fall on the wrong side of the DFSGs, [for example GFDL manuals with invarient sections]).
