That does look wrong. At least here in Germany, most broadband users get a new IP every 24 hours, so a single user could turn up 30 times in the logs on merkel. OTOH, NAT won't change so much in the statistics, because apt-listbugs users are usually more involved in computer stuff and have their own connection.
