With consequent increase in CPU time to compress and extract the
packages.

A more compelling reason is that some upstreams only distribute in
bz2, and this would enable us to distribute the actual upstream
version without repacking.

Presumably the wig-and-pen source format will (eventually?) support
this?

Quite the contrary; they *love* collateral damage. If they can make
you miserable enough, maybe you'll stop using email entirely. Once
enough people do that, then there'll be no legitimate reason left for
anyone to run an SMTP server, and the spam problem will be solved.
