I would prefer to do this in dpkg-divert. Eg
dpkg-divert --also-declaratively-declared ...

dpkg --assert... may or may not quite right during the transition,
because it talks about the installed version of dpkg rather than the
actually-running one. We need to do a proper design for the
transition I think.
