Different issue.

The problem there was outside of the scope of dependencies:  since
install-docs gets called conditionally, packages don't declare a
dependency on doc-base, so don't get the dependency on perl and
install-docs may be called before all required packages are configured.

Having install-docs work only with essential packages (perl-base) fixes
that problem (fixed in 0.7.18-0.1).
