It is sometimes not possibel, specialy if you have no Internet
connection or a private Debian mirror.  "ndiswrapper" in the
d-i can access easyly the CD-Rom with the firmware provided by
the hardware manufacturer.

I have created some wrapper and downloader for some customers
of me whose migrating from Windows to GNU/Linux systems.

Providing no wrapper oder firmware loader let run such Windows
switchers run into trouble, because it prevents the migration.

I think, (specialy) Debian should think about it.

Not realy right, because if someone has the hardware, she/he
has probablement the Drivers-CD which can be used.

And if this tool is specialy a development tool, which DEPENDS
on ndiswrapper becasue it support the development of such driver?

After your opinion this tool must go into contrib.  Even if is
designed to develop DFSG software because it depends on a package
in contrib which depends on a package in non-free.

Where later is not true.

ndiswrapper should only "suggest" or maximum "recommends" to the
non-free ndis-stuff.

There are many Packages which suggest Packages in contrib and or
non-free.  openoffice.org is one of those candidates.
