base-files: please ship /etc/networks and include "link-local 169.254.0.0" to it
I'd like to receive comments about:
- shipping /etc/networks in netbase
- adding 169.254.0.0 to it

Please ship /etc/networks in base-files and include the following
single line in it:
link-local 169.254.0.0
If defined like this tools like "route" will show the string
"link-local" for the IPv4LL route created by packages like
"avahi-autoipd", "zeroconf" or "zcip". The string "link-local" instead
of the numeric 169.254.0.0/24 should be less confusing for users if they
encounter these routes after installing one of the aforementioned
packages.
The network 169.254.0.0/16 for link-local usage is defined in RFC3927.
