It depends on how much important is your package and what happens after
you remove these checks.
If really ugly things would happen then I suggest you make preinst fail
if the installed version is too old.

No, mostly these check are for obsoleted options in configuration file. Worst thing that can happen is that the daemon won't start anymore until the configuration is fixed.
