I think there are much more ways to implement it. :) But indeed, having all packages put files in a single directory won't work. But that approach is resulting in some problems already today.
arch-independent packages and make everything arch-dependent. But that would be a _HUGE_ waste of resources (/usr/share takes about half the size of the /usr partition here). It's not worth it.
