This is a cure proposal, though not one I would expect to see
realized. Anyway, someone has to decide which program can call itself
"Excel", see if it can do it legally and not violate trademark law,
and then implement this for the selected package.
This is not policy wqork; this bug was mis-assigned.
When some people decide it's time for everyone to make big changes, it
means that they want you to change first.
