Given how the debian-installer works, it would be possible to make it
use optional, alternate sources for udebs. IIRC, it was planned from the
beginning but nobody took the time to implement it. That'd be what I
call a technical solution.

Another possibility would be to setup a non-free alternate
debian-installer image, that would include some bits of non-free.

A technical issue has technical solutions.
