Yes and no. They are clearly documentation in their final usage.
Text files can also be considered as (rather basic) softwares. With a
(really basic) graphic language ("a" = "print a 'a' letter", \10 =
"increment Y and clear X" and so on..) [yes, we can object that the
text interpreter is not a turing machine - but you get the idea]
