I am afraid, in such split packages with arch "all" will be duplicatedin all architectures. IMHO, there are only two solutions:

Move every arch in separate directory/server, and arch "all" too. Or

havely use hard links, like in debian-amd64 port. The second solutionlooked worse, because don't solve duplication in case arch will be movedin separate servers.
