Huh? rng-tools certainly takes benefit of MAKEDEV. It doesn't bork if
MAKEDEV has disappeared, though. Is that what you mean?
rng-tools postinst does this:
(cd /dev && ./MAKEDEV hwrandom || ./MAKEDEV intel_rng || true)
