UTF-8 is only recommended in the changelog. But since the
maintainer name in both changelog and control file should be the
same, they need to use the same encoding too. Which means that
atleast the maintainer and uploader field in the control file is
recomended to be in UTF-8.

But I think this is good thing anyway, specially since there are
so few left.
