Hmm, it looks like the broken version may have been reinstalled.

  (unstable)rlb@crest:~/test$ gcc -g -Wall -Werror foo.c
  (unstable)rlb@crest:~/test$ ./a.out
  Segmentation fault

  (unstable)rlb@crest:~/test$ dpkg --status binutils | grep Version
