the current web application policy is outdated and not very thorough.
we've recently started a new list (mentioned in another reply) the goal
of which in no small part includes developing a new web policy.  i'd
recommend signing up if you're interested.

currently, the best place to put web documents would be a subdirectory
øf /usr/share/package (not *just* /usr/share/package, because you may
need to store non-web documents as part of your package too).
