No, they are listed at http://www.debian.org/devel/wnpp/orphaned
"rfa_bypackage" is for packages which are RFA: Request For Adoption.
The maintainer is looking for someone to take over but they maintain
it in the meantime.
"orphaned" is for packages which are O: orphaned. They maintained is no
longer maintaining the package; the QA team is supposed to do low
level maintenance work until it's adopted or removed from the archive.
