He fixed a borken Build-Depends-Indep which is a severe policy
violation. So it was release critical. Build-Depends(-Indep), if
present, MUST be correct.

Yes, bad boy. But hardly a reason for a second NMU to introduce back
all those bugs fixed in the first.
