I think you're overstating it a bit there.  While a pid file and
--name doesn't /guarantee/ that the wrong process will never be
killed, it does make it significantly less likely than a pid alone,
and for many people the chance of the wrong process being killed is
sufficiently close to zero that it isn't worth worrying about.
