Couldn't all apache-flavours Provide: apache-httpd and also a command to 
list the configuration directories? So a package that doesn't require a 
specific apache flavour but does requiire apache-style config files 
would configure all apache instances found in `apache-httpd-config 
- --directory`. (This might even allow for users to register their 
locally-compiled apache in this system, and have packages 
autoconfigurate themselves even in this case.)

Hmm. There isn't even a need for apache-httpd: apache-common could 
probably provide this command.
