users of the german provier t-online (and some others) do need identd to
access german IRCNet Servers. Also all multi user hosts (Bot shell
providers) which have a special access class on ircnet are based on u@h
limits.

Apart from that, identd is normally not required by external services, but
the admin of the host who is running identd does so, to get more information
from external hosts in abuse reports.
