Historical reasons perhaps? Unix systems usually have NFS as a part of
their standard installation, I think.

If the NFS packages' priority were lowered, the same could be done
with portmap, so that you won't get that package either unless you
really install fam (or something else which depends on portmap). Not
everybody uses fam.
