New DBS version needs testing

Maintainers who use DBS, please test the package at
http://stepping-stone.kicks-ass.org/~wt/downloads/dbs/ for compatibility
with your packages. The only change is that I converted the manpage to be
generated from docbook. This change is intended to fix bug #241061[1]. To
generate the manpage, a build dependency on xmlto is added. Please review.
I have apt-gettable sources at:
