As it is said, it's really not intuitive.
What is the reason for this behaviour?

I guess there already were a lot of discussions as:
1/ It's not intuitive (so much, that's even written in your manual).
2/ It violates the debian policy for /etc/ files.
3/ someone had to code this, and make people accept it :).

I'm really interested by an answer for this.
