An upgrade of xlibs-dev from 4.2.1 to 4.3.0 works fine. If I understand 
you correctly, you claim it should have failed due to the 
Conflicts&Replaces in e.g. libsm-dev?

Are you confusing Conflicts&Replaces with replacing all files in another 
package?
