This does not need to be reported against general, because:
To find the package which contains a file, you can run a grep:
# grep "etc/init.d/README" /var/lib/dpkg/info/*.list
/var/lib/dpkg/info/sysv-rc.list:/etc/init.d/README
or use
# dpkg -S
sysv-rc: /etc/init.d/README
or use
> reportbug /etc/init.d/README
Finding package for '/etc/init.d/README'...
Using package 'sysv-rc'.
...
(and some more tools which can be used.)
In all cases this is not a general bug, so I reassign it :)
